The Mount Allison Students’ Union is governed by the Students’ Administrative Council (SAC), a democratically elected body of students. Council is responsible for passing policy on behalf of the MASU, for maintaining the bylaws and operating procedures and for providing oversight to the executive and staff.

All meetings are open to the public and we encourage our members to attend. During the summer, council meetings are typically held once a month. During the school year, council meetings occur on a biweekly basis.

Second Reading of Amendments to the General By-Laws re: Committee Vacancies and Entry into Force

COMMITTEE VACANCIES

BE IT RESOLVED that the General By-Laws be amended by adding a new section 77 which reads:

 

Committee Vacancies. In the event that a Committee is not fully constituted due to one

or more vacant seats, the Committee shall remain duly constituted and may continue to carry out

its mandate, provided that quorum, as defined in the respective Committee’s mandate, is met.”

 

BE IT FURTHER RESOLVED that the General By-Laws be amended by adding a new section 78 which reads:

 

Committee Functionality. When a committee is not fully constituted due to one or more

vacant seats, the Chair of that Committee may exercise discretion to:

  1. Continue to convene meetings with existing members, provided quorum is achieved; or

  2. Submit a final report to the Students’ Administrative Council and suspend the Committee’s activity for the remainder of the year; or

  3. Request that the Appointments Committee reopen applications to fill the remaining seats for a specified period of time as determined by the Executive Board.”

ENTRY INTO FORCE

BE IT RESOLVED that paragraph 96 of the General By-Laws be amended by adding, after the word “enforceable,” the words:

“, or enforceable on the date specified in the text of the proposed amendment(s). A proposed amendment which is deemed passed and specifies a date for its entry into force shall be of no force or effect until that date. The text of the proposed amendment(s) shall not specify a date any later than May 1st of the following academic year. The text of all amendments deemed passed but not enforceable shall be included under Appendix C – Pending Amendments in the General By-Laws.”

So that paragraph 96 of the General By-Laws now reads:

Second Reading. Upon second and final reading, requiring a two-thirds (2/3) majority vote, the proposed amendment(s) shall be deemed passed and shall be immediately enforceable, or enforceable on the date specified in the text of the proposed amendment(s). A proposed amendment which is deemed passed and specifies a date for its entry into force shall be of no force or effect until that date. The text of the proposed amendment(s) shall not specify a date any later than May 1st of the following academic year. The text of all amendments deemed passed but not enforceable shall be included under Appendix C – Pending Amendments in the General By-Laws. A note of these amendments must be made in the certification of the bylaws.”

Who sits on Council?

Office of the Chairperson

The Students’ Administrative Council is run by the chairperson and deputy chairperson. Both positions serve as non-voting members and are responsible for ensuring council functions effectively while remaining entirely neutral.

Executive

In January, elections are held to select the President; Vice-President, Academic & University Affairs; Vice-President, External Affairs; and Vice-President, Student Life. These four positions sit as voting members of Council.

In addition to the elected positions, the Vice-President, Finance and Governance and the Vice-President, Communications & Marketing are hired by the MASU.

General representatives

Two councillors from among students living on campus and off campus are elected each year in the fall to represent their constituents on general issues. These councillors serve a term from September to April.

Representatives

Four councillors are elected each to represent a specific student group and their interests. Elected each fall, Ethnic Diversity, International Student, Gender & Sexual Diversity, and Disability Representatives serve as voting-members of the SAC for a term from September to April. The Graduate and Indigenous student representatives are appointed each year as voting-members of the SAC as well.

Senators

Each year, the MASU elects seven senators – two from each faculty of Arts, Science, and Social Science and an Indigenous senator – who also represent students on senate, Mount Allison University’s highest academic governing body. These positions sit as voting members of Council. Faculty Councillors serve terms from May to April.

First-Year REPRESENTATIVE

One first-year councillor is elected each year in the fall from the incoming class to represent the best interests of students in their first year of study at Mount Allison. The first-year councillor serves a term from September to April.
